Ordinance and Franchises and Development: of Ferry Piers
(CR: 3/5481/81)
Purpose
To develop, consistent with White Paper policy, measures, to reduce congestion on the roads by reducing the rate of growth in numbers of private vehicle to 5% p.a.
To formulate new
legislation for the control of ferry services and to negotiate franchises with the two ferry companies.
Progress Made & Present Position
A package of measures was accepted by ExCo and LegCo and implemented with effect from 5.5.82. Sọ far the measures, which involve a doubling of first registration tax and the duty on petrol and a tripling of annual licence fees for private cars and motor cycles, have been effective. as at 30.6.82, the total number of. registered private cars was 217,276 compared with 218,570 on 30.4.82.
(a) Ferry Services Ordinance was:
enacted and became effective. on 15th June 1982.
(b) Discussions on franchises are
still taking place.
(i) Star Ferry franchise.
nearing agreement.
(ii)
HYF wants to link pier development with Franchise. Existing arrangements
will have to be extended.
Next Quarter Targets
To continue to monitor developments and consider other restraint measures.
(a) Submit draft
franchises to ExCo.
(b) (i) Submit paper
to ExCo on HYF's Jubilee Street proposals
(ii) Continue
negotiations on pier development with HYF.

HYF have requested a significant reduction in the scope of their pier development programme, together with revised terms for their funding and development of Jubilee Street Ferry Pier.
