MUTUAL ASSISTANCE IN CRIMINAL MATTERS: USA-BERMUDA

I attach a copy of a letter from Mr Watkins in Bermuda about the negotiation of a Treaty with the Americans to provide for mutual assistance in criminal matters including Se the exchange of convicted prisoners. The Bermudian authorities are seeking delegated authority from the Governor under section 62(2) of the 1981 Constitution to negotiate the terms of such a Treaty and our permission is being sought accordingly.

2. While I would certainly see no objection to Bermuda being associated in discussions with the Americans, I am not sure whether we should go so far as to allow them to conduct negotiations on their own. I would be grateful for your views (and for those of other recipients of this minute), as I assume that what is to be considered is some form of direct link between the US and Bermudian Police Forces.
