Mutual Assistance in Criminal Matters:

The government here have for some time recognised the need for a Treaty providing both for mutual assistance in criminal matters and for the exchange of convicted prisoners. I understand that the American authorities are also interested in pursuing these matters.

2. The authorities here would like delegated authority to negotiate the terms of a treaty or treaties. It may be, however, that the Department would consider the negotiations better undertaken by FCO officials. I should be grateful if

you would consider the point and let me know whether delegated authority can be given in this case. Bermuda, of course, recognises that anything which emerged from direct negotiations with the Americans would be subject to HMG's approval and that any treaty would have to be executed by the U.K.
