Exemption from

taxation of

Visa Office.

Provided that the consent of the head of the

Visa Office shall not be required in case of fire or

other disaster requiring prompt protective action.

5. The Visa Office and the residence of the head

of Visa Office of which the People's Republic of China

or any person acting on its behalf is the owner or

lessee shall be exempt from all dues and taxes, other

than those representing payment for specific services

rendered.

Inviolability

of archives

and

documents.

6. The Visa Office archives and documents shall

be inviolable at all times and wherever they may be.

Freedom of communication.

7. (1) For the purpose of communications, the

Visa Office may employ all appropriate means, including

couriers, bags and messages in code or cipher.

(2)

All correspondence of the Visa Office relating

to its functions shall be inviolable.

(3) The bag used by the Visa Office for the purpose

of communication shall be neither opened nor detained:

Provided that if the Hong Kong authorities have

reasonable cause to believe that the bag contains

something other than the correspondence, documents or articles referred to in subsection (4), they may request

that the bag be opened in their presence by an

authorized representative of the People's Republic of

China and if this request is refused, the bag shall be

returned to its place of origin.
