""document of identity" means a document

issued by the Director of Immigration

for the purpose of visa endorsement

to a person who is not the holder of,

and is unable to obtain, a valid travel

document;".

3. Section 42 of the principal Ordinance is amended in subsection (4)(a) by deleting "7 years" and substituting

the following

Amendment of section 57.

Section 57(1) of the principal Ordinance is amended

by inserting after "56(1)" the following

"or (1A)".

Explanatory Memorandum

This Bill has three objects.

Amongst the documents issued by the Director of

Immigration for travel purposes are documents known as

"certificates of identity" and "documents of identity".

Forgery and fraud in relation to such documents are the

subject of offences created by section 42 of the principal

Ordinance, but the ordinance does not define either

"certificate of identity" or "document of identity".

insertion of the appropriate definitions, which is the

first object of the Bill, is effected by clause 2.
