Those arriving by sea from the east declined in number in the second half of the month (possibly because of Chinese action or because the message has at last got through to Heifeng County) but there has been some increase in those crossing the bays in small boats. The figure for arrests in this category was enlarged by the interception of two boats in Deep Bay carrying nearly 100 passengers, most of them women, who claimed to be going shopping in Lau Fau Shan in readiness for Chinese New Year. There are continued indications of a reduction in activity by the Chinese Security Forces in the border areas of the Shenzhen Municipality. Many arrested illegal immigrants are still claiming disbelief, or ignorance, of the Government's new policy. Others doubt the Government's long term determination to maintain the measures while a few seem determined to come regardless of the Government's policy, preferring the hazards of an illegal existence in Hong Kong to the poverty, hardship and boredom of China. There is growing reluctance on the part of relatives and friends in Hong Kong to harbour illegal immigrants in many cases the police are called. The numbers of illegal immigrants who give themselves up after failing to obtain employment are small but increasing.

276 refugees arrived in 7 groups: 3 from Vung Tau in Southern Vietnam, rescued at sea; 2 in motorised fishing junks from Haiphong in the north; and 2 in junks from Da Nang in Central Vietnam. 18 of those from Vung Tau and 19 from Haiphong were ethnic Chinese. January's figures are higher than those of December, when only 92 refugees arrived. The
north-easterly monsoon is still blowing and an increase in numbers is possible when this changes to the south-west. There were no refugees from China.
