There are further signs of a possible increase in departures from Vietnam. Some refugees in Hong Kong have had letters from Vietnam which speak hopefully of setting off in the near future. For domestic economic and political reasons, the relaxation of restrictions on departures seems possible, particularly of ethnic Chinese. But there are no indications that the Vietnamese Government is contemplating any overt termination of the moratorium.
