The students made the documents available to their contacts locally. Public reaction to the White Paper on District Administration has been mixed. Although it is generally agreed that the proposals are a good start, there has been some criticism that they do not go far enough.

IMMIGRATION

From China

With a daily average of 138 legal immigrants from China arriving without onward travel documents during January, legal immigration has fallen below the level it was at even before the sharp increase in the second half of December. A Chinese official has since confirmed that the December increase was intended to offset lower figures in previous months, which had resulted in the daily average for the year falling short of what the Chinese regard as the standard of 150. In what is believed to be a step to compensate for the low January figure, numbers for the first days of February were high.

The reduced level of illegal immigration from China was maintained in January, with arrests totalling 701, a daily average of 23. This compares with the December arrest total of 716, also producing a daily average of 23. In addition, 45 evaders, i.e. those who had avoided interception on first arrival, were arrested or surrendered during the month, bringing the total of detained evaders since the "reached base" policy was ended in late October to 269.
