disrupted the organisation in Hong Kong at a time when unity and stability were called for (para 20 LIC January 1980). CHU's place
has been taken by CHAN Chi-fai, who came to Hong Kong from Taiwan in mid-1978 to serve as senior deputy and Secretary-General of the
local branch of the KMT. CHAN previously lived in Hong Kong and entered on a Hong Kong Identity Card. Overtly he works in a trading
company. In future CHAN will run all local KMT affairs through a
small committee, and some changes are expected to be made to the
structure of the local branch.

Further to paragraph 26 of the March 1981 report, CHAU Hing-chuen of the Wanderers' Association has appealed to the Governor-in-Council against the refusal to register the Association. Also, one member of the Association (not CHAU) has now been given
a visa to visit the USA to lobby at the UN.

The Television and Entertainment Licensing Authority's decision to ban the showing of the KMT propaganda film 'Coldest Winter in Peking" (Huangtian Houtu) was upheld by the Board of Appeal on 6th May. The film had originally been passed by the censors and went on ordinary release at eleven Shaw Brothers Cinemas on 26th March. However, following representations from the NCMA on the anti-CPG propaganda content of the film and a subsequent review by the Commissioner for Television and Entertainment Licensing, the permit
was withdrawn the following day.

The decision by Government to allow the two bus companies to
raise their fares drew critical reaction from concerned pressure groups. Eleven representatives of the Coalition Against Bus Fare Increases (CABFI), petitioned Government House to call for the establishment of a committee to monitor the bus companies, and
