The Branch is now examining other proposals

to re-structure the Directorate class. One proposal is

to divide the existing class into three separate streams,

i.e. the Legal/Judicial stream, the Professional/Specialist

stream and the Government Directorate stream. Within

the Government Directorate stream, an open structure would

be gradually introduced in order to make it more cohesive and

to make better use of talents among its members. The

proposal to rank the Administrative Service in accordance

with the new Directorate ranks approved by Finance Committee

in 1980 has been formulated and put to the Ross Committee.

Details of the proposed home purchase scheme

The

intention now is that officers on salary point 29 or above

of the Master Pay Scale and long serving officers with

more than 20 years' service would be eligible to participate

in the proposed home purchase scheme. The pre-retirement

loan scheme has been expanded into a housing loan scheme,

with the intention of assisting not only officers nearing

retirement, but also junior pensionable officers ineligible

for the home purchase scheme. It is expected that Executive

Council's advice would be sought in June for implementation

as soon as practicable in 1981.
