Inspectors have recommended consideration be given to preparation of evacuation plans (civil and military) for UK patrials from dependent territories.

Government's first duty to restore order;

all residents are entitled to the same protection.

Preliminary internal FCO discussions have revealed:

a) actual need in any territory is probably nil;

knowledge of plan's existence could be politically dynamite. Probably better to rely on mounting crash operation in which case it would probably be military and MOD are already generally aware of need for swift action.
