EVACUATION OF UK PATRIALS FROM THE DEPENDENT TERRITORIES:

ESSENTIAL FACTS

Evacuation plans (civil military in some cases) for UK citizens (including, where appropriate, Commonwealth citizens) exist for most independent countries, where some trouble can be foreseen, including those in the Caribbean.

Such plans have not been drawn up for dependent territories since it has always been the assumption that, in the event of external invasion or internal unrest, HMG would seek to restore order, if necessary by sending in military or police reinforcements. The Inspectors, however, have drawn attention to what they regard as an anomalous situation and there could indeed be circumstances where evacuation of UK patrials was justified in the face of an external threat, or even internal disorder directed against Europeans. Whilst there are no signs of such a situation developing in the near future in any of the dependent territories in the Caribbean, Governors are invited to express their views as to the desirability of having a secret evacuation plan for their territory.
