On promotion he was appointed head of General Division 2, later Export Policy and Promotion Division, and latterly Export Planning and Development Division dealing with United Kingdom policy on general export promotion questions, with responsibility for the planning and development work necessary to ensure that the resources of the Department's export promotion organisation were used to the greatest effect.
On further promotion he was appointed Secretary of ECGD On 1st March 1972, he was appointed as a member of the British Overseas Trade Board.
