Establishment of a special committee to consider senior postings in Hong Kong Government Service
1. It is clear from some of the appointments at Secretary, Deputy Secretary and Deputy Director level referred to the FCO in recent months that the nominee was not really the best man for the job, simply the only one available. This could be remedied by talent spotting officers in junior and middle management and grooming them for senior posts. One good way to achieve this would be to create a high level committee comprising the Governor, Chief Secretary and Financial Secretary meeting periodically. It would be difficult to initiate this now; the Governor has grown used to deciding upon senior appointments himself although it is usually the role of the Chief Secretary. It would be something to taise with the
new Governor.

It could be a subject to discuss directly with the Chief Secretary and Mr Rowlands.
