Thank you for sending us a copy of your minute of 7 July to Mr Ure attaching your paper on staffing dependent territories. Paragraph 15 of the paper states that proposals for absorbing former HMOCS officers into the DS will be submitted.

2. As you know - my minute of 11 June to Mr Brighty and (38) Mr Quantrill's reply of 7 July, both copied to Miss Brett Rooks both PPD and POD have strong doubts about the proposal. Quite apart from the question of whether we owe these people anything, they could not be absorbed without going through a CSC competition, which they would quite likely fail; and the object of specialising them in dependent territory work hardly a proper use of officers capable of success in the E or A stream competition - is already achieved by having them available for contract work. It is perhaps a pity therefore that expectations of a further submission have been abused,
arouted since if one is made it can only contain a recommendation to leave things as they are.
3. I note however that you do not expect such a further submission to be necessary until after "approval has been given for the main paper". May I leave it to HKGD to let
us know when the time is ripe if it ever is?
