FUTURE STAFFING IN THE DEPENDENT TERRITORIES (OTHER THAN HONG KONG)
1. The attached paper was seen and agreed in draft form by your predecessor, Mr Day, the Chief Clerk and Mr Ridley, as well as by the geographical departments responsible for the various Dependent Territories and the Personnel Departments. It was agreed then that it would need to be cleared with the Governors of the Dependent Territories. An opportunity to do this with the Caribbean Governos arose at their Conference in Barbados in January. Other Dependent Territories have commented in correspondence.

The present paper - now in final form - reflects the views of the Territories but the recommendations do not differ in any major respect from the earlier draft.

3. I would be grateful for your agreement and that of the Chief Clerk to the implementation of the recommendations as and when appro- priate. We have not, unfortunately, been able so far this year to select a Diplomatic Service officer without previous colonial experience to fill a suitable 'training' slot, although we hope to be able to use the Bermuda Deputy Governorship to bring an 'old hand's' knowledge up to date. Our aim is to make a proper training /in 1982.appointment/ We have emphasised in discussion with the Personnel
Departments the importance of providing high quality mainstream officers for gubernatorial posts.

We are also discussing separately with PPD and POD the question of absorbing the handful of remaining HMOCS officers still in service and who are under 55 into the Diplomatic Service (paragraph 15 of the paper). We will of course submit separately on this.
5. The financial implications are small and manageable. They relate almost entirely to training (see paragraph 19). We see this as being achieved largely through postings with some additional short-term training assignments. The latter would be relatively infrequent and would represent only a small charge on the FCO training budget, if any.
Training Department are content and will make provision in their 1982/83 allocation.
