I can see that there are formidable problems and I suspect we may end up simply by recommending that one or two of the younger and abler OCS officers should be given the chance to enter the DS through the appropriate Selection Board. I do not think that the last sentence of paragraph 15 need alarm readers unduly. But it was in any case cleared with PPD before the paper was finalised.
