for Tuen Mun, a multi-purpose auditorium similar to the one for Tsuen Wan. The facilities at Tuen Mun will also serve to meet the needs of Yuen Long. In addition there should be an exhibition/conference hall, lecture rooms, music practice rooms and a restaurant;

Cultural facilities such as these are for the purposes of the Public Health and Urban Services Ordinance defined as civic centres. The Authority under section 105N of the Ordinance for the management and control of civic centres in the New Territories is the Director of Urban Services, and the Urban Council for civic centres in the urban
There is currently only one civic centre in Hong Kong, the City Hall at Connaught Road Central, which is managed by means of the City Hall Regulations. As there are at present no civic centres in the New Territories, no Civic Centres (New Territories) Regulations have yet been made.

However, Tsuen Wan auditorium (also known as Tsuen Wan Town Hall), which is the first civic centre to be built in the New Territories under the policy referred to in paragraph 3 above, will be opened in February 1980. Facilities provided in the Town Hall are an auditorium of 1,424 seats, two exhibition galleries, a lecture room, a conference room, a coffee lounge and a small bookshop. It is therefore now necessary to make Civic Centres (New Territories) Regulations so that the Director of Urban Services has sufficient powers to manage and control these facilities. These regulations will apply to all civic centres generally in the New Territories, and will also be used to control and manage the Sha Tin and Tuen Mun Cultural complexes referred to in paragraph 3 above, when they are completed.

The Civic Centres (New Territories) Regulations 1980, as annexed, are based on the City Hall Regulations with modifications and additional provisions to bring them up to date. Regulation 10 is new and prohibits the erection of structures and the selling of goods, without permission, in a civic centre and provides for the removal of structures
