Attached for consideration of Members are the Civic Centres (New Territories) Regulations 1980, which provide the Director of Urban Services with the necessary powers to manage civic centres in the New Territories,

Background

On 30th November 1976, having considered XCR (76)236, the Council advised and the Governor ordered:

(a)

(b)

that a policy (implemented by the Director of Urban Services under the provisions of the Public Health and Urban Services Ordinance) should be adopted for the provision of cultural facilities in the New Territories on the lines indicated in paragraph 7 of the memorandum, subject to the provision of funds by the Finance Committee of the Legislative Council;

that the Tsuen Wan auditorium should have priority over the other two projects described in paragraph 7 of the memorandum.

The policy as outlined in paragraph 7 of XCR (76)236 is as

for Tsuen Wan, a multi-purpose auditorium which can present concerts, drama, spectacles, revues, Chinese opera, etc. The object of making the auditorium multi-purpose is to ensure that it caters for popular shows which will help pay for running costs. In addition there should be an exhibition/conference hall, lecture rooms, music practice rooms, and a restaurant;
