so erected. This regulation is based on regulation 12 of the existing Stadia (New Territories) Regulations. Regulation 13 stipulates the manner in which applications for the exclusive use of civic centres or parts thereof should be made and is a new provision. The other pro- visions in the regulations are based on the City Hall Regulations and are explained in the Explanatory Note to the regulations.

The Urban Council has passed similar Civic Centres By-laws to replace the existing City Hall Regulations.

Financial and Staffing Implications

The staff for management and enforcement of these Regulations at Tsuen Wan Town Hall have already been approved and the posts filled, at an annual cost of $1.1 million. The staff cost for managing the Sha Tin and Tuen Mun cultural complexes is expected to be of the same order. This financial commitment is a result of the decision to build these two complexes, both of which are now in Category A of the Public Works Programme.

Public Relations Aspects

The construction of Tsuen Wan Town Hall has been welcomed by the community in Tsuen Wan, and it is expected that construction of the Sha Tin and Tuen Mun cultural complexes will meet a similar response. Since these Regulations give the Director of Urban Services the necessary powers to ensure that these civic centres are managed to a high standard, public reaction to them will generally be favourable.

Members will be asked to advise under section 1050 of the Public Health and Urban Services Ordinance (Chapter 132), whether the Civic Centres (New Territories) Regulations, as attached, should be made.
