MR STEELE'S VISIT TO HONG KONG

1. As we agreed on the telephone, I now attach the latest situation report on Vietnamese refugees in Hong Kong and a general political brief including immigration from China.

2. I might say, once again, that the problems of boat refugees from Vietnam and immigration from China are quite separate, although they clearly have the same effect of increasing the strain on Hong Kong's social services generally.
