We have telegraphed separately on the question of the speed with which the UK programme is carried out. Hartling is almost as keen as we are to see it pick up and obviously UNHCR's efforts on Hong Kong's behalf with other resettlement countries would be more effective if resettlement under the UK programme is seen to be progressing well.
