My Deputy Secretary, John Steele, is visiting Hong Kong towards the end of March to discuss various shipping matters of mutual concern to the Colony and the U K, and has asked for his brief to include a note on the general problems which Vietnamese refugees pose for British shipping. While we can cope here with a brief on general problems

I think he should also know of the special problems for Hong Kong the refugees represent and I would appreciate your advice in this respect.
