"and that such certificate or licence was

issued to him after successful completion

of a test of competence to drive the motor

vehicle concerned conducted by or on behalf

of the competent authority which issued the

certificate or licence"; and

(b) by inserting after paragraph (1A) the following

(1B) No driving licence shall be

issued by the Commissioner under paragraph

(a) of the proviso to paragraph (1) authorizing

any person to drive
