Explanatory Note

These regulations narrow the existing entitlement

of holders of overseas driving licences to direct issue of

Hong Kong driving licences and temporary licences.

The amendment in regulation 2 provides that direct

issue of temporary driving licences shall not be made in respect

of goods vehicles of a weight unladen exceeding 45 cwt.,

omnibuses and public cars.

Regulation 3 amends regulation 10 of the principal

regulations to prohibit the direct issue of Hong Kong driving

licences in respect of the classes of vehicles referred to

above.

Regulation 10 is further amended to provide that a

person who is the holder of an overseas driving licence may

obtain the direct issue of a Hong Kong driving licence only

if the overseas licence was issued after successful completion

of a driving test.
