VISIT TO HONG KONG: DEFENCE COSTS AGREEMENT

The Ministry of Defence have asked if Mr Barney Hayhoe, Under- Secretary of State for the Army, could sit in on the meeting which the Secretary of State will have with Unofficial Members of the Executive and Legislative Councils in Hong Kong. Mr Hayhoe will be in Hong Kong from about 22 September until after the Secretary of State's departure. In early October he will be continuing talks with the Hong Kong Government on the new Defence Costs Agreement. One of the subjects likely to come up with the Unofficial Members is defence costs. Mr Hayhoe would find it very helpful to get a first-hand picture of what Lord Carrington says to them on the subject.

Please draft a submission recommending agreement, with a draft Private Secretary letter.
