1. We were very grateful for your Telegram No 1080_about the way in which certain items in the programme for the Secretary of State's visit should be handled. We will now await your further advice.

2. There is one other point of which you should be aware.

When

we submitted your Telegrams Nos 1016 and 1017, George Walden

commented that the list of agenda items on the bilateral side looked rather formidable. He was thinking of such questions

as Overseas Students' Fees, Nationality Law, Multi Fibre Arrangement and the Defence Costs Agreement. We have explained and George of course fully accepts that these are matters of considerable current interest and that it will be important for you to brief the Secretary of State on them. What still slightly worries him is the prospect of the Secretary of State being subjected to a series of inquisitions on these topics when, for instance, he sees UMELCO. I know that you will have this point very much in mind and I am sure that you will do everything possible to brief the Unofficials not to seem to be putting Lord Carrington in the dock. They are, after all, points on which the FCO is doing its best to help.
