1. The attached telex raised various points affecting the vist, in particular concerning proposed meetings with the Commissioner of Police. As you will have seen from FCO Telegram No 707 and the Governor's reply in Hong Kong Telegram No 1080, it has been agreed that a decision on the items in the programme affecting the Commissioner of Police should be deferred until nearer the time. We will submit when we have further advice from the Governor.
2. You also expressed concern that the suggested agenda 'reads like themes for an inquisition'. I am sure that the Governor does not in any way intend to expose the Secretary of State to a grilling. The fact is, however, that all of the issues mentioned directly affect relations between the UK and Hong Kong, some of them nationality, university fees - arising as a result of recent policy decisions in London. From the Governor's point of view it will be essential to brief the Secretary of State on these matters, which are of considerable topical interest and will probably be raised during the Secretary of State's meetings with UMELCO and the Urban Council (Items M and R in Hong Kong Telegram No 1017), and at the press conference at the end of the visit.
