the Governor.
4) Proposals of the Consultative Council shall not be binding.
Article 50
1) Meetings of the Consultative Council shall not be open to the public, but the Secretaries of Administration, Commander of the Security Force and other civil servants designated by the Governor for each individual case may attend
but without voting power.
2) The Governor may invite personalities with expertise to attend such meetings but without voting power. They may give constructive expositions to items under
discussion.
