2) The Governor shall order a list to be published in the Government Gazette,

giving the names of all the organisations as specified in (a) and (b) of 4 in

Article 44.

Article 48

1) The Consultative Council shall express its views on all matters in respect of

the Government and local administration as handed down to the Council by the

Governor.

2) It is compulsorily stipulated that the views of the Consultative Council

should be sought in respect of the following :-

a. Legislation proposals put up to the Legislative Council by the Governor's.

b. Draft orders to be promulgated by the Governor.

c. The execution of ordinance in accordance with the law prevalent in this

region;

d. The drafting of general plan for economic development for this region;

e. The setting out of general guideline for economic, social and financial

development for this region;

f. If the presence of certain locals or aliens should seriously and adversely

affect the internal order or international relationship of this region, then,

for the sake of public interest, such persons may be refused entry or ex-

pelled in accordance with the law, provided the persons concerned shall

have the right to appeal to the President of the Republic.

3) The Consultative Council shall make its own standing orders.

Article 49

1) Meetings of the Consultative Council shall be held immediately if summoned

by the Covernor. A majority of the Councillors shall from a quorum.

2) Resolutions of the Consultative Council shall be passed by a majority of

the attending Councillors. In case of a tie, the Governor shall cast a decisive

vote.
