takes note of the attached draft of a Second Optional Protocol to the International Covenant on Civil and Political Rights aiming at the abolition of the death penalty,

invites Governments to submit suggestions and proposals for consideration by its thirty-sixth sesssion,

decides to include in the provisional agenda of its thirty-sixth session a sub-item entitled "Measures in order to restrain and, finally, ban the application of capital punishment drafting of an Optional Protocol" under the item "International Covenants on Human

Rights".
