Draft Resolution

The General Assembly,

recalling Article 6 of the International Covenant on Civil and

Political Rights, under which

every human being has the inherent right to life,

this right shall be protected by law;

no one shall be arbitrarily deprived of his life and

nothing in that Article shall be invoked to delay or to

prevent the abolition of capital punishment by any

State Party to the Covenant,

bearing in mind the repeated abuse of capital punishment

during the last decades,

mindful of the fact that the execution of the death sentence

is irreparable and miscarriages of justice cannot be entirely

excluded,

considering that fourteen years after the signature of the

International Covenant on Civil and Political Rights time has become ripe to endeavour futher development and strengthening

of the inherent right of every human being to life as set out in Article 6 of that Covenant,

endeavouring, on the international level, to restrain and,

finally, to ban capital punishment,
