in certain territories such as Hong Kong which held strong views on the subject. We may have difficulties with a new Protocol of the sort proposed. We also pointed out that Ministers of Justice of the Council of Europe had discussed the question earlier this year but had simply adopted a resolution calling for further study of the matter, since Member States held a variety of different points of view. The Irish spoke in similar vein.

It was agreed that delegations would seek instructions from capitals as soon as possible, with a view to further discussion among the Nine early next week.
7. We imagine that the eventual adoption of a new Protocol of the type suggested by the Germans may give rise to awkward pressure on HMG to become Party to it. It may also stimulate work for a similar Protocol to the European Convention on Human Rights, to which we may also come under pressure to adhere. We therefore thought it prudent to make cautionary noises this morning, without expressing outright opposition. Of course it may well be that we can lie low on this, since it is likely that the Eastern Europeans, the Islamic countries and some Third World delegations will oppose the draft resolution in the Third Committee.
