The second priority tasks can in many cases take place in parallel to the first priority tasks and except: for the law reform, should be completed by mid-1981, but the works management study on non-established staff could conceivably take longer. The law reform will probably. take 2-3 years to complete, if not more.

The benefits of this exercise should be:-
a) A Public Service made more efficient than
at present as a result of:
i)
ii)
departmental responsibilities being closely defined and integrated;
the introduction of standardized · and up-to-date administrative procedures to replace the
present ad hoc arrangements that are wasteful of time and effort
b) A smaller and less costly Public Service;
c) A more effective non-established work force
costing less than at present;
a)
An effective training organization and programme;
e) Reformed, consolidated and revised laws.
IMPLEMENTATION
The Initial Examination of the Service.

The authority for the organization of the Service into Ministries stems from the Assignment Orders made by the Governor acting in accordance with the advice of the Chief Minister see section 17 of the Montserrat Letters Patent, 1959. The Governor's responsibilities are covered by section 6 of the Montserrat Letters Patent, 1959, ie Defence, External Affairs, Law & Order, Public Service and Maintaining the efficiency of the Judiciary.

Copies of the Ministerial Assignment Orders are attached hereto.

This would be conducted by the Governor (assisted by PSMA) with the Ministries and Departments concerned. Functions and definition of responsibilities will be precisely defined by Departments and Divisions. An organization chart will be drawn up and staff levels examined and decided upon. With the assistance of the Attorney General the law relating to the functions of each Ministry will be identified and listed, and this may well reveal gaps and deficiencies in the Ministerial Assignment Orders.

This exercise will be done in close consultation with Ministries, indeed Permanent Secretaries and Heads of Department will be called upon to do a great deal of the preparatory work and will be required to assist in the subsequent examination and evaluation part of the exercise.
