Further details on the above priorities are set out in detail below under the heading "Implementation".

Any reform, reorganization or restructuring of the Public Service cannot be done by Ministries working in isolation, it must be co-ordinated from the centre to a clearly defined plan of action. Therefore, control of the whole exercise will remain with the Governor's · Office. This does not mean that Ministers and their Departments are to be excluded from the exercise, om the contrary they will be involved in it right from the beginning, doing much of the work themselves.

It is proposed that a Working Committee be established to meet regularly under the Chairmanship of the Governor to evaluate, amend, or refer back for further considerationproposals put up by those responsible for carrying out the various priority tasks listed in paragraph 5 above. And it will be the responsibility of this Committee to produce for Executive Council final proposals for consideration. The composition of the Committee is important; it must be balanced, having on it both Establishment and Financial representation.

Time scale. The initial examination of the Service carried out by the Governor, assisted by PSMA and the Permanent Secretaries concerned, should be completed by the end of March 1981. The O&M Expert should start work immediately following completion of the initial examination and his task of refining and improving on the initial examination would probably take 6-8 months to complete. Thereafter, the 0 & M Expert would direct his attention to the study of work systems and the production of administrative and office procedures, a task involving 3-4 months to complete. Thus, the first priority tasks should be finished by the end of 1981. tabular form, the timetable is:-.
