This involvement of Permanent Secretaries and Heads of Department is essential if they are to get a better and fuller understanding of organizational and staffing matters within their Ministries and Departments.

Ministers will of course be fully consulted at
all stages.

To have an initial examination of the Service followed by an O & M exercise may appear to be duplication, but it is better that we do our own critical examination of the Service first. Doing this job ourselves and discover- ing for ourselves what is wrong with our organization and then taking steps to put it right in the manner we want is preferable to someone coming in from outside to tell us what is wrong, without us first having thought about it. The professional O & M Adviser can then use the results of our initial exercise as the basis upon which to further refine and render it more efficient and less costly.

Where posts are found to be no longer necessary they will, if vacant, be suppressed immediately; if they are filled, the occupant will be transferred to some other position of equivalent grade. If such transfer is not possible, the post will continue to be filled but marked for suppression when it falls vacant. The restriction to recruitment to posts at present vacant (Circular E/C 1283 of 20th June 1980) remains in force until the initial exercise is completed.
18.
Review of the Royal Montserrat Police.
This should be carried out by a senior and highly experienced Police Officer with a view to reviewing functions, efficiency, organization, training and other needs and to make recommendations thereto, including recommendations on future manning levels appropriate for the maintenance of public order and in the interests of internal security.

Appraisal of Training Needs
There is little or no in-service Training, in consequence standards of work are often inadequate. Require- ments here need to be looked at and studied in depth.
20.
A further consideration is whether, or not, Secondary School children are being taught subjects suitable for their employment in both the Public and Private Sectors after leaving school.
21.
Pre-service education and training requirements over the next 5 years and their financial support need to be assessed.
22.
It is suggested that a Committee be appointed to advise on education and training needs for the Public Service. This Committee to comprise:-
