In certain cases, lack of leadership and example;

j) Revision of the laws too long overdue.

The situation is not one of chronic inefficiency and disorganization; the structure is basically sound, what is needed is not so much a demolition and restructuring, but more a major tidying up exercise, and this, combined with improved training facilities, better and more dynamic leader- ship by Senior Officials, should lead to our having a much improved Public Service. What needs to be done then? outline the following:

a) First Priority

An initial, critical examination of the Service, involving definition of the responsibilities and functions of Ministries and Departments accord- ing to Ministerial Assignment Orders: and the Laws of Montserrat, whilst at the same time carrying out an appraisal of staffing levels to secure economies.

An expert O & M Study on the results of (i) above to further refine and improve them.

A full scale review of the role, functions and responsibilities of the Police Force by a Senior Police Officer, with recommendations as to improvements in the Force's organiza- tion, duties, conditions of service and manning levels.

b) Second Priority

i)

Appraisal of training needs, both pre- and in-service, and the establishment of an effective training division.

ii) An O & M Study on work systems to

produce standardized and modern administrative and office procedures.

iii) A works management study on non

established staff.

iv)

Expert appraisal of schemes of service. Law reform, consolidation and revision.
