There was some discussion at Mr Cortazzi's weekly meeting today about handling letters from MPs/members of the public etc about abuses of human rights. Mr Cortazzi said that in view of the importance Ministers are attaching to human rights issues replies to such letters should be cast in sympathetic and understanding terms. Reference should normally be made to the statement that the Secretary of State has apparently made recently on human rights. We should bear this in mind in any correspondence we may receive about alleged infringements of human rights in Hong Kong.
