EUROPEAN CONVENTION ON HUMAN RIGHTS : EXTENSION TO DEPENDENT TERRITORIES

Article 63 of the European Convention on Human Rights provides that "Any State may at the time of its ratification or at any time thereafter declare by notification addressed to the Secretary General of the Council of Europe that the present Convention shall extend to all or any of the territories for whose international relations it is responsible."
2.
The United Kingdom ratified the Convention on 8 March 1951 and on
23 October 1953 declared the extension of the Convention to 45 external territories (including the Isle of Man, Guernsey and Jersey) dependent at that time.
3. Hong Kong was not included in the list. I do not know why.
