You may have read the "Hansard" report on the debate in the House of Lords on 7 March on the arrest of some of these people and their supporters. In case you have not, I enclose a copy.

2. You will see that, during the debate, Lord Hylton asked if consideration could be given by the Government of Hong Kong to providing building sites and material on the mainland for the boatmen to rehouse themselves in a cooperative way and by methods which one might describe as community self-help.

3. Lord Goronwy-Roberts noted this suggestion in his winding- up speech and said that he was quite sure that the Governor and the Government of Hong Kong, if they had not already considered it, will almost certainly give their attention to it.

Lord Goronwy-Roberts has now received a note from Lord Hylton which says:

"Thank you very much for saying that the Government of

Hong Kong will look at my suggestion for the rehousing (on land) of the "boatmen" in some or all of the Typhoon Shelters. (That is if they have not thought of it already.)"

5. We appreciate that Lord Hylton's is totally impracticable given the desperate shortage of land for building in Hong Kong and we propose to reply along these lines subject to any comments you may have.

6. We should be grateful therefore if you would let us have your comments as soon as possible.
