MRS ELSIE ELLIOTT'S LETTER TO THE
1. Mrs Elliott sent Lord Goronwy-Roberts a copy of her letter of 25 February to the Hong Kong Standard. In her letter Mrs Elliott pointed out, correctly, that the Minister of State was mistaken when he stated in the House of Lords on 12 February that "no charges were made against the 10 juveniles" involved in the demonstration by Yaumatei boat dwellers on 7 January.
2. The Minister of State commented on my submission of 6 March that he wished to write to Mrs Elliott. I submit a self- explanatory draft.
3.
It might be best if the letter were sent to the Hong Kong Government for onward transmission. If the Minister of State agrees, I would make the point in forwarding it that whatever the strict legal position it makes no sense to arrest children of 7 and 8 and charge them with unlawful assembly.
