1. In the debate on the arrest of petitioners in Hong Kong in the House of Lords on 7 March, Lord Hylton asked if consideration could be given by the Government of Hong Kong to providing building sites and material on the mainland for the boatmen to rehouse themselves in a cooperative way and by methods which one might describe as community self-help (Hansard 7 March, Col. 277).

2. Lord Goronwy-Roberts noted this suggestion in his winding- up speech, and said that he was quite sure that the Governor and the Government of Hong Kong, if they have not already considered it, will almost certainly give their attention to it (Col 282, Note: Hansard says Lord Elton whereas it should read Lord Hylton).

Lord Goronwy-Roberts has now received a note from Lord Hylton which says:-

"Thank you very much for saying that the Government of Hong Kong will look at my suggestion for the rehousing (on land) of the "Boatmen" in some or all of the typhoon shelters. (That is if they have not thought of it already)."

Lord Goronwy-Roberts has minuted "we should look into this".

4. I should be grateful if this exchange could be brought to the attention of the Hong Kong Government and for a draft letter to Lord Hylton, should anything concrete be forthcoming from the Hong Kong authorities.
