Sir Y K Kan expressed concern about the Government's intentions during the meeting of EXCO in Hong Kong on Saturday 30 June. He thought there was a danger of creating second class citizens. The Governor separately remarked that it was important to present our proposals in a way that would not make the people of Hong Kong think we were attempting to weaken their links with Britain.
The Secretary of State has asked that these points be borne in mind in any draft reply submitted to Mr Butler's letter of 5 July.
