I am glad that Dr Waldheim agrees in principle with

the Prime Minister's proposal. The conference will need

careful preparation, but this should not be an excuse for

delay. The crisis has got much worse since the Conference

under UNHCR auspices in Geneva in December 1978, and a

comprehensive solution is overdue.
