As regards paragraph o(a), the maintenance includes the supply and delivery of goods, medical supplies, stores (blankets, clothing, relief items, etc.), fuel and power consumption, and minor administrative expenses. The cost has been calculated as approximately $6.0 per head per day. There is at present a commitment of $17,500,000 to cover this item in the first six months of 1979-80 which was based on the assumption that an average of 15, 000 refugees would be accommodated daily. In the light of the revised assumption at paragraph 5 that. only 10,000 would be accommodated at the Government's expense, the additional expenditure for 1979-80 will be $4,400,000.

As regards paragraph 6(b), Members of the Establishment Sub-Committee will shortly be invited to recommend the creation of a reserve of supernumerary posts in the Government Secretariat, against which posts can be created in departments as required under delegated authority. This will enable staff to be provided to run the Detention Centre at Kai Tak, to form a Special Duty Team in the Security Branch and a Special Unit in Marine Depart- ment, and for a contingency reserve which will provide a degree of flexibility. The salary cost for 1979-80 is $5,447,000 calculated as follows -

As regards paragraph 6(c), the Prison Officers who are responsible for Kai Tak Detention Centre are assisted in their duties by Civil Aid Services Volunteers. In each 24 hours about 120 volunteers are on duty in three shifts. In particular, they are responsible for the supervision of the food rationing system and the distribution of meals, the issue and receipt of stores and patrolling the camp perimeter. Pay and allowances for 120 volunteers for 1979-80 is estimated at $2,900,000.
