10. As regards paragraph 6(d), it is intended that the new U.N.H.C.R. camp at Kai Tak East will be constructed in phases, with a capacity of 2,000 refugees in the first phase, up to a total of 10, 000 if necessary. Land, due to be sold for light industrial development in 1982-83, is available for this camp. On the assumption that the camp will be occupied for two years, the sale of the land might have to be deferred for about six months. However,

assumption might prove to be optimistic. The expected revenue from the 6.15 hectares of land is in the order of $61.0 million. Only about one hectare will be used for the first phase. The site will be made over to the U.N.H.C.R. by means of a Crown Land permit, a condition of which will be that they construct a camp with a capacity of 2,000 people within a period to be specified. Apart from the land, the Government's contribution will be to connect the site to an electricity supply, water supply and a main sewer, to construct a security fence, and to ensure adequate access for contractors carrying out construction work. The total cost of this contribution is estimated as $2; 040, 000 made up as follows -

The accommodation for 2,000 refugees is, expected to be ready by July 1979.

11. As regards paragraph 6(e), the Director of Urban Services has advised that the long-term use of dry bucket latrines in Kai Tak Detention Centre poses a hazard to the health of refugees, especially in the summer. The Government Maintenance Surveyor has examined the existing permanent toilets in the camp, which are dis- connected from the water and drainage system, and has estimated that they could be reconnected at a cost of about $60,000. He has also recommended that maintenance work be carried out during the year on buildings in the camp at a total cost of about $40,000.
