1. Professor Mochtar, the Indonesian Foreign Minister, returned last week from his talks in Geneva with Mr Paul Hartling, UN High Commissioner for Refugees, and in Washington with Mr Vance. He called EEC Ambassadors for a briefing on his talks this morning.

Broadly speaking, his briefing consisted on an elaboration of the UN' (Geneva) Press Release REF/1383 of 89 29 March which was enclosed with Snoxell's letter to Morgan (UN Dept) 618/3 of 30 March. He also referred to the statement which he had issued on behalf of ASEAN on Indo-China refugees and which was sent to Cortazzi under cover of my tele-letter of 27 February. Professor Mochtar explained that he conducted his Geneva talks in two capacities;

(a) as Chairman of the ASEAN Standing Committee when
he discussed the ASEAN Statement and matters of principle; and
(b) as Indonesian Foreign Minister when he discussed
the particulars of the Island Processing Centre.
3. According to Professor Mochtar, no particular problems arose from his discussions at (a) above. Hartling welcomed the initiative taken by ASEAN and supported their statement which incorporated UNHCR views and principles. In general, Hartling agreed with the conditions set out in the ASEAN statement;
