I have since raised with Bari of UNHCR, who recently visited the area including Hong Kong, the question of whether Hong Kong would have access to the centre. His understanding was that ASEAN were determined to keep it to themselves. Even within ASEAN there would be difficulties because Indonesia clearly regarded their island as destined mainly for refugees already in Indonesia.
