Voluntary agencies, the provision of medical care emphasises both curative and preventive measures. Hospital care is provided by the Thai authorities.

b) Education self reliance

Self-reliance projects enable the population in the established centres to engage in cottage industries, vegetable gardening and small- scale agricultural farming, fish farming and animal husbandry activities. Although the influx of new arrivals and consequent shortage of space in the centres restricted progress in some cases, other projects were more successful. These projects are designed, not only to reduce overall costs by producing supplementary income but also to maintain morale and encourage self-sufficiency.

In the field of education, the programme prepared by the Ministry of Education includes a comprehensive project designed to provide basic education for all children in the centres and literacy courses and vocational training for adults.

Boat cases

The sudden influx of boat people has put considerable strain on existing facilities. Thus requirements have become much greater in view of the fact that the numbers of people needing assistance has dramatically increased.

Unlike for land cases in Thailand, no self-reliance project can be envisaged for boat cases and, the provision of care and maintenance pending resettlement remains an essential component of UNHCR assistance. Such assistance includes food and water supplies, accommodation, clothing, household equipment and medical care.

Expenditure incurred under this sector of assistance varies widely according to individual asylum areas, particularly as regards accommodation. In areas such as Hong Kong and Japan, for example, costs are relatively higher than elsewhere in the region, mainly due to the higher cost of accommodation.
