Implementation of UNHCR assistance in first asylum areas is undertaken in co-operation with the responsible Government departments concerned and the voluntary agencies active in the area. In Indonesia the Department of Social Welfare acts as UNHCR's principal operational partner as does the Department of Social Services and Development in the Philippines, assisted by the Centre for Assistance to displaced persons. In Malaysia, UNHCR assistance is channelled through the Malaysian Red Crescent Society whose contribution also includes volunteer personnel, logistical and operational support and social services.

The following table shows the financial requirements for Assistance to Displaced persons and refugees in South East Asia for the period 1 March 1979 to 31 December 1979.
